Council Meeting January 28, 2013

Presentations
RCMP Quarterly Report
Salmon Arm Staff Sergeant Kevin Keane gave an update on crime statistics for the year ending 2012. For the most part the crime statistics were unchanged with the exception of impaired driving charges which were up 24% over 2011. While at first I found this increase surprising we hear that part of it was that the RCMP can no longer issue 24 hour road side suspensions so they must make an arrest. However, when you consider the time it takes to make an arrest verses a road side suspension I find this statistic alarming and almost unbelievable given the amount advertising and public knowledge about the dangers of impaired driving! Why don't people get it? It was also stated that almost 50% of all court cases are impaired driving charges.

Clean Air Initiative
The Clean Air Initiative presentation by Dan MacQuarrie was informative and well received by Council. His presentation contained information from the IHA tobacco Reduction Team and stated that smoking and smoking related diseases kill 6,000 British Columbians every year. Dan proposed that Council look at banning smoking in places where children play, such as public parks, beaches, & trails. Council asked staff to look at how we can change our current bylaw to include Dan’s recommendations. Dan MacQuarrie served as a Salmon Arm city councillor and started his campaign to ban smoking in public places 38 years ago! Dan was ahead of his time on this issue.

Item 11.1
Proposed TCH Intersections (Statement of Intentions Agreement) – Trans Canada Highway – Lot 7-6 (Switsemalph Indian Reserve No. 7) & Trans Canada Highway - 20th Street SW. A MoTI memorandum regarding proposed TCH changes and new intersections came before council. Proposed intersections located at the TCH and Adams Lake Band Lot 7-6 and at the TCH and 20th Street SW were presented and fully discussed with Council giving their approval. This proposal will see changes to the TCH including a traffic light installed at the Lot 7-6 intersection and another proposed traffic light at the 20th Street SW location sometime in the future. Accepting this proposal paves the way (so to speak) for development to take place on Lot 7-6.

Evening portion of the Council meeting

Presentation of a certificate of achievement was given to Mickey Sims 2x Boxing World Champion – Senior`s Division. This is an impressive accomplishment. The City of Salmon Arm is proud of our “home town heroes”.

Public Hearing
At Statutory Public Hearing, the requested Zoning Amendment Bylaw No. 3945, by Amyn Alibhai, owner of Zaitamyn Poultry farm at the west side of town for placement of a mobile home for additional farm help on their property was approved.
