Ross Street Under Pass


The Ross Street Underpass is finished construction with a completion of May 2023. The first phases of the project,were completed in the Fall of 2021, include constructing underground utilities on the north side of the Canadian Pacific Railway (CPR) lands and constructing a bypass track rerouting rail traffic to the north. The bypass track will allow the contractor to construct the underpass at the ultimate location while allowing rail traffic to continue through the construction site, maximizing safety and efficiency.

The Prime Contractor on the project is Kingston Construction Ltd, who is employing many local subcontractors including Landmark Solutions, Webb Contracting Ltd, Okanagan Aggregates, Grizzly Curb and Concrete and All-Phase Electric keeping dollars within the community.

Ross Street Underpass Update April 2022: You may have noticed the activities at the Ross Street Underpass construction site, a large crane and steel structures. The contractor is installing shoring walls in preparation for the major excavation of the underpass area. This type of shoring is called sheet piles shoring and it will help to protect the excavation area from any sloughing during construction. It will also stabilize and protect the existing bypass rail track. Some of these walls will form part of the permanent underpass support walls and some are temporary installations, which will be removed once the underpass has been dugout and the rail bridge works are complete.


September 2022 Update:  The Ross Street Underpass project is continuing to progress and is estimated to be approximately 65% complete.  The road works are almost entirely complete along Lakeshore Road and Ross Street NE south of Lakeshore.  The Underpass Structure itself has the base slab and east and west walls constructed. The Contractor will be pouring the bridge structure shortly allowing the railroad tracks to be moved back onto the original alignment this fall. While the project is moving quickly, timely completion will be subject to the fall/winter weather and delays are now anticipated into early March due to availability of materials such as asphalt during the winter months.  Completion of the Lakeshore Road improvements means that no lengthy road closures are anticipated moving forward.  Short closures may be required to facilitate construction vehicle movements from time to time. We thank everyone for their patience as we near the final stretch of this important community project.

 March 2023 Update: The Ross Street Underpass is 90% complete! The Contractor will be putting the finishing surfaces on the walls and roads over the course of the next month. The Underpass is anticipated to be open for traffic starting at the beginning of May and the existing Marine Park Crossing will be decommissioned shortly thereafter. We look forward to providing our final update with you all soon.
