In 2009, the Columbia Shuswap Regional District (CSRD) adopted its Solid Waste Management Plan (SWMP). One of the commitments in the SWMP was to develop curbside garbage and recycling programs in the CSRD. As a result, the City of Salmon Arm developed its Curbside Solid Waste and Recycling Collection program and implemented it at the beginning of 2011.

In 2014, the CSRD conducted a review of the existing SWMP. The review included a public process that examined the status of the commitments made in the 2009 SWMP and helped define future waste reduction and recycling programs. One of the most significant outcomes from the review process was the direction for the CSRD to explore food waste diversion programs. As a result, the CSRD hired a consultant group, specializing in developing food waste diversion programs, to create a 5-year implementation strategy that would be used by CSRD staff to implement programs aimed at getting food waste out of landfills and into composting programs. Part of the strategy calls for a trial of collecting food waste at the curb in residential collection programs.

The City of Salmon Arm and the CSRD  worked together since the SWMP Review was published in 2015 and developed and implemented a trial food waste collection program for Salmon Arm.
